Biographical Notes:
 During his eight years as a Superior Court Judge, Keegan Federal gained a reputation as an innovative, fearless, and progressive jurist who ruled on causes before him according to the law, without favor toward or sympathy for any party, and without regard to any "political" consequences.
Judge Federal was an early proponent of the benefits of mediation and arbitration as an alternative to traditional litigation. In the early 1980's, he was elected to chair the Advisory Board to the Atlanta Justice Center for Dispute Resolution and conducted many of the early training sessions for lawyers, judges, and others who were advocates of ADR. Beginning in 1992, Judge Federal was one of the first former judges recruited to JAMS by Judge Jack Etheridge, who headed the Atlanta office. After three years as a JAMS panelist, Judge Federal opted to continue his ADR practice independently and he has been conducting hearings for lawyers and their clients in various cities around the State since that time. He has been called on to resolve many contentious and high-stakes cases involving multi-million dollar claims between companies, individuals, and governmental entities. These disputes have been in the areas of contracts, employment discrimination, sexual harassment, fraud, conspiracy, copyright, personal injury, wrongful death, premises liability, sales commissions and compensation, dram shop, environmental, aviation (notably including most of the ValuJet crash cases), executive compensation, insurance coverage, riparian rights, boundary line disputes, construction defects and damages, brokerage and securities claims, roadway accidents, design defects, products liability, professional malpractice and misconduct, high-end divorces, fee disputes, and many others.

 Judge Federal has been recognized for his leadership skills by being asked by his peers to serve in various leadership positions including: The Board of Directors (and Treasurer) of the Atlanta Bar Association, American Red Cross, U.S.O. Council of Georgia, Atlanta Mental Health Association, Outstanding Atlanta, and The National Center for Paralegal Training. He is also a member of the Atlanta Lawyers Club, Old Warhorse Lawyers Club, American Bar Association, Georgia Trial Lawyers Association, State Bar of Georgia, American Association for Justice, and the Kiwanis Club of Atlanta. Judge Federal is on the Executive Board and Chairs the Latino Advisory Board of the Atlanta Area Council of the Boy Scouts of America. He is the first Caucasian chairman of the Hispanic Contractors Association of Georgia, and he's an active member of the Board of Directors of the Georgia Hispanic Chamber of Commerce. In addition to being a member of the State Bar of Georgia, Keegan is also a member of the Bar of the District of Columbia, and he is admitted to practice in all state and federal Courts in Georgia, the District of Columbia, and in the United States Supreme Court.
