 Arbitrator/Mediator: 1999 - present.
Arbitrate and mediate employment, civil rights, and other civil case disputes as a neutral (affiliated with American Arbitration Association and previously JAMS; participate in U.S. District Court, Middle District of Georgia Arbitration Program). Currently engaged in a major arbitration involving dozens of related employment race discrimination cases arising from
a case originally filed as a class action.
Special Master, U.S. District Court for the District of Maryland, February 2000 - present.
As Special Master in Vaughn G. v. Mayor and City Council of Baltimore, C.A. No. MJG-84-1911, oversee monitoring and enforcement of the federal court's orders in a complex institutional education reform case that arises out of a series of judicial decrees addressing the school district's systemic failures to comply with federal special education laws. Conduct complex evidentiary investigations, hearings, mediation, monitoring; issue reports, including findings and remedial recommendations, to the federal court pursuant to Rule 53 of the Federal Rules of Civil Procedure.
Court Appointed Monitor / Mediator, U.S. District Court for the District of Columbia June 2005 – present.
Serve as Court’s independent monitor in Blackman v. District of Columbia, C.A. No. 97-1629 (PLF) and Jones v. District of Columbia C.A. No. 97-2402 (PLF), with responsibility pursuant to the Court’s Order of Reference for complex evidentiary investigations, issuance of reports that include findings of fact and remedial recommendations, and mediation of disputes as they arise. (September 2006 forward) As mediator along with Hon. David Tatel, of the D.C. Court of Appeals, conducted successful mediation over one year period to develop class remedy consent order in two consolidated class action cases subsequent to entry of liability rulings and the parties’ earlier failed resolution efforts.
