Keegan Federal was admitted to practice at age 22, and elected to the Superior Court at age 33.  During his eight years as a Superior Court Judge, Judge Federal gained a reputation as an innovative, fearless, and progressive jurist who ruled on causes before him according to the law, without favor toward or sympathy for any party, and without regard to any "political" consequences.  He was the Council of Superior Court Judges' representative to the American Bar Association's Judicial Division.

Judge Federal was an early proponent of the benefits of mediation and arbitration as an alternative to traditional litigation. In the early 1980's, he was elected to chair the Advisory Board to the Atlanta Justice Center for Dispute Resolution and conducted many of the early training sessions for lawyers, judges, and others who were advocates of ADR. In 1992, Judge Federal was one of three former judges recruited to JAMS by Judge Jack Etheridge, who headed the Atlanta office. After three years as a JAMS panelist, Judge Federal opted to continue his ADR practice independently and he has been conducting hearings for lawyers and their clients in various cities around the State since that time. He has been called on to resolve many contentious and high-stakes cases involving multi-million dollar claims between companies, individuals, and governmental entities, serving as a mediator, arbitrator, and Court-appointed special master. These disputes have been in the areas of business contracts, attorney malpractice, accountants malpractice, medical negligence, securities violations, employment discrimination, sexual harassment, fraud, conspiracy, copyright, personal injury, wrongful death, premises liability, sales commissions, executive compensation, dram shop, environmental, aviation (notably including most of the ValuJet crash cases), insurance coverage, riparian rights, boundary line disputes, construction defects and damages, brokerage and securities claims, roadway accidents, design defects, products liability, professional misconduct, high-end divorces, fee disputes, and many others.

Judge Federal was a co-author of the textbook "Legal Aspects of Private Security" and the founder and executive editor of the "Private Security Case Law Reporter." He was also an Adjunct Professor of Litigation at Emory Law School (1978-1984).

Memberships & Affiliations

Judge Federal has been recognized for his leadership skills by being asked by his peers to serve in various leadership positions including: The Board of Councillors of The Carter Center, the Board of Directors (and Treasurer) of the Atlanta Bar Association, American Red Cross, U.S.O. Council of Georgia, Atlanta Mental Health Assn, the Georgia Brain Injury Assn, Outstanding Atlanta, and The National Center for Paralegal Training. He is also a Fellow of the Academy of Court-Appointed Masters, member of the Lawyers Club, Old Warhorse Lawyers Club, State Bar of Georgia, and the Kiwanis Club of Atlanta. Judge Federal has served on the Executive Board of the Atlanta Area Council of the Boy Scouts of America. He was the first Caucasian chairman of the Hispanic Contractors Association of Georgia, and a member of the Board of Directors of the Georgia Hispanic Chamber of Commerce.  Keegan was awarded the Bronze Star for his service in Vietnam.
